Engineering: automatic hard power cut in the event of red alert or user injury

Administrative: attendant on duty outside whenever in use

PPE: users wear emergency stop button/radio

there should never be any way for someone to be in a holodeck when an abandon ship order is given without knowing it's been given. and do they really not muster on evacuation and make sure everyone is accounted for?
